Terms of Reference for Evaluation of the Social Services Model of For Our Children Foundation

For Our Children Foundation (FOC) seeks to contract an independent Consultant to conduct an evaluation of the effectiveness and sustainability of FOC’s services for families and children; and to draw lessons and recommendations for improving FOC’s social services management model.

  1. Background:

For Our Children Foundation (FOC) is a Bulgarian non-governmental organisation which has been supporting vulnerable children and their families since 1992. For Our Children Foundation is a successor to the British human rights organisations The European Children’s Trust, Christian Children’s Fund of Great Britain and Every Child. With its international experience and qualified expertise, the organisation piloted at national level the support for parents for prevention of child abandonment, foster care, short-term residential care, and created the first municipal teams of social workers for child protection. For 28 years now, FOC has been setting standards for professional social work and has been successful in integrating its practice child protection at national policy level. In recent years, FOC is also focusing on early childhood development (ECD) and is structuring its advocacy, research and services to promote access of all children to nurturing care in a family environment. FOC is a member of the International Step by Step Association (ISSA) and of other national, regional and international networks.


In December 2019, FOC was supported by Fondazione Generali The Human Safety Net (THSN) to implement the project Open the Way to Early Childhood Development Services in Bulgaria. THSN’s support involves developing and expansion of FOC’s social services for families and children; building a corporate support base for funding such services in Bulgaria and the wider region; and building FOC’s own capacity to deliver high-quality services to children and families. The current Assignment falls within the framework of THSN’s support for FOC’s work. It is intended to give feedback to FOC’s management and donors on the effectiveness of FOC’s social services, supported by the THSN’s project, as well as to provide background material for a follow-up capacity-building assignment aimed at developing a system to measure the social impact generated by FOC’s services.


  1. Evaluation Purpose and Objectives:

The evaluation is expected to provide data on FOC’s services management model from the perspective of its relevance, effectiveness, efficiency, and sustainability. It will document the strengths, areas for development, and lessons learnt and advise on measures for securing high management quality of the services for families and children. The findings and recommendations will contribute to a learning process which will enable the FOC to improve its model of services management and provide better support and opportunities for development to children and their families.


Objective 1: To assess the relevance, effectiveness, efficiency, and sustainability of FOC’s social services for families and children.


With respect to relevance, the objective is to assess i) to what extent the design of FOC’s social services model meets the targeted needs and rights of the beneficiaries, and ii) to what extent the tools developed by the FOC are relevant to the social context and to the needs and rights of the communities. With respect to effectiveness, the objective is to assess to what extent the social services provided by the FOC achieve their goals, how FOC’s social services model contributes to the realisation of the Foundation’s strategic goals, and how FOC utilises its partnerships with various stakeholders in order to increase the effectiveness of its services. With respect to efficiency, the objective is to assess how economically the resources of the organisation are transformed into results. With respect to sustainability, the objective is to assess the resilience of the services to risk of reduced funding in the future.


Objective 2: To assess the added value of the project Open the Way to Early Childhood Development Services in Bulgaria funded by The Human Safety Net with respect to the relevance, effectiveness, efficiency and sustainability of the services provided by the FOC.


Objective 3: To provide a basis for understanding the impact of FOC’s services in relation to a follow-up assignment aimed at developing an internal system for social impact measurement of FOC’s services.


3. Evaluation Products


3.1 Inception report

The Consultant will prepare an inception report detailing how the evaluation will be carried out. The report will describe the evaluation design and the work-plan for the entire assignment.


3.2 Methodology

The Consultant will submit research methodology for review and approval by the FOC. The data collection methods could involve a variety of approaches that should contribute to an in-depth understanding of FOC’s services for families and children. These include but are not limited to: desk review of background documentation; key informant interviews in Sofia and Plovdiv – the two cities in which FOC provides services; focus group discussions, etc.


3.3 Evaluation Report

The Consultant will submit detailed final report in English outlining the evaluation methodology, findings, lessons learned and recommendations. The report shall incorporate specific recommendations, including strategies that can be undertaken by the FOC in order to address the issues identified. The final report should correspond to the evaluation objectives set out at part 2 of this ToR.


4. Budget

The budget available for this assignment is EUR 2,500.


5. How to Apply

FOC invites both individual professionals and legal entities to submit applications. The Consultant must have undertaken similar tasks in an EU country in the past 5 years and should possess the following competences:

  • Demonstrable experience of at least 5 years in monitoring and evaluation with a background in social policy and social services management;
  • Knowledge of the best European standards for social and integrated service management models provided by NGOs and ability to apply it to FOC
  • Awareness of the European policies and best practices in service management models in the social sphere.
